Joint venture with Kʷasən Enterprises Ltd.
Today, Cedar Cottage is home to a quarter of Vancouver’s residents—and Neighbourhood House still hosts critical services and activities for local residents.
The neighbourhood house movement is credited with establishing public recreation programs, daycares for working parents, English as a second language and adult literacy classes, and the early formation of social work. Today neighbourhood houses are hubs for local community.
The new three-storey hybrid concrete/mass timber building will be welcoming, flexible, and reflect the diverse cultures of the area. The new facility will allow for additional programming as the population grows, with a full-time childcare facility and programs for food security, literacy and learning, cultural celebration, and social interaction.
The project will be designed to the City of Vancouver’s Green Building Policy for Rezoning requirements, specifically the B Low Emissions Green Building Path.
We’re providing advice on constructability and pre-tender cost estimates for the project. We’re also helping to develop the construction methodology for the site, and working out the most cost-effective methods of construction, phasing, and tendering the work.

Kwasen-Naikoon Joint Venture is a majority Indigenous-owned strategic partnership formed between Kwasen Enterprises Ltd. and Naikoon Contracting Ltd. to deliver specialized Construction Management and General Construction services across BC, while following the mandate and policies created collaboratively which support Indigenous culture, business and innovation.
The Cedar Cottage Neighbourhood House (CCNH) Redevelopment involves the construction of a new 18,000 SF hybrid concrete-mass timber community facility with a 12,200 SF underground parkade. It is scheduled to begin in January 2025.
For this project, we are implementing a social procurement strategy that aims to maximize procurement activities’ benefits by actively engaging with diverse suppliers and subcontractors, promoting fair labour practices, supporting local economies, and minimizing environmental impacts.
A founding tenet of Kwasen-Naikoon JV is that Indigenous rights include rights to economic self-determination and wellness – we are here to support that vision.
This means that all bids for subcontract work on this project will be evaluated based on the following social procurement priorities:
